The 403 error often occurs as follows when using citation export function in google scholar. This error occurs due to Google’s security policy, not the citation management solution(EndNote) or institutional network. The block is automatically released after 2~3 days, but Google does not inform the clear solution about this problem. So please refer to this issue when you use the Google Scholar, and the library recommends to use the database(Web of Science, Scopus) when you search articles and export its citations.
