Creating and singing in Ebook Central personal account is optional; you can use as a guest by clicking ‘Continue as Guest’.

2. ‘Full Download’, which means borrowing the eBook using Adobe Digital Editions; the downloaded file will be expired after the due date.
It requires Ebook Central personal account and Adobe Digital Editions. Both of them are free of charge.
