Guidelines for Fair Use of Electronic ResourcesNew

All electronic resources (Journal, Database, etc.) provided by the Library are protected by copyright under license agreements with publishers.

All users must comply with the Fair Use Policy specified in the license agreements when using electronic resources.

Violation of the Fair Use Policy may result in restricted access to the relevant electronic resources, and
may lead to the temporary suspension of electronic resource services for the entire university.
Please use electronic resources with caution.

Fair Use Guidelines

  • Reasonable levels of downloading and printing for personal research purposes
  • Use within the scope of compliance with copyright and license agreements

Examples of Fair Use Violations

  • Excessive downloading and printing within a short period of time using automated collection programs
  • Downloading more than 100 articles in a single user session
  • Downloading and printing an entire volume or issue
  • Large-scale downloading and printing beyond the scope of research purposes
  • Using downloaded and printed materials for commercial purposes other than personal research
  • Transferring ID/password information to others

Measures for Fair Use Violations

Temporary or permanent suspension of journal access for the relevant IP range may occur in case of Fair Use violations.
The following measures will be implemented pursuant to Article 11, Paragraph 4 of the Library Operation and Use Guidelines.

Category Measures
First violation Once the violation is confirmed, a warning notice will be sent to the user’s affiliated college, department, and research institute.
Two or more violations Access to all Library services, including facility access, borrowing materials, material requests, reservations, reading rooms, and study rooms, may be restricted for up to three months.
Three or more violations A request will be made to the user’s personnel department to issue a warning or disciplinary notice, with supporting documentation of the violation attached.

 

Liability for Damages


If compensation is requested by the publisher, the violating user shall be responsible.

 


Electronic resources are valuable academic resources shared by all members of the university.
To ensure stable service provision and continued use, all users are required to comply with the Fair Use Policy.
